FACILITIES CONSTRUCTION
Except for ordinary repairs, the City Charter provides that no plans for school building construction or alterations will be accepted and no work will begin without the approval of the School Committee and the Mayor.
In practice, the School Committee is responsible for initiating proposals which are in keeping with long-range plans, establishing design criteria, determining educational specifications, and approving sites and plans in conjunction with City authorities.
The City approves sites and plans, arranges the capitalization program, and appoints a school building committee to administer the project. Such committees are appointed by the mayor and include School Committee representation.
All plans for new schools, additions, and renovations must be approved by the state when state funding is involved.
In the interest of ensuring that the School Committee may have the opportunity to closely supervise the educational aspects of the building, it directs its representatives on school building committees to report to it regularly on progress and developments.
